Recently, Wenzhou City of Zhejiang Province became one of the 23 national IPR demonstration cities. 

Wenzhou made notable achievements in the establishment of IPR policy system, IPR creation and use and IPR protection since the city conducted national IPR pilot and demonstration work. In 2011, the gross of patent applications filed by Wenzhou hit 15,155 pieces, up 32%. In the first half of this year, patent applications reached 10,287, up 52.1%. Meanwhile, 8,380 patents of 200 patent demonstration enterprises at city level were industrialized, the income from patented products hit 34.52 billion yuan and the profits and taxes reached 11.39 billion yuan. 

According to Chen Jinbiao, Mayor of Wenzhou City, IPR protection work plays an important role in the economic and social development of the city. He required local governmental agencies to start with the improvement of relevant system and mechanism to enhance IPR innovation, use and management work, and lift the overall level of IPR work. He also called on fully using the brand of National IPR Model City to strengthen the construction of IPR public service platforms and promote the integration of IPRs with economy, technology and culture. 

Chen Jinbiao stressed that doing IPR work well was the internal demand in terms of economic transformation. Breaking development bottleneck through S&T innovation, introducing emerging strategic industries and upgrading current traditional industries all depend on IPR protection work. Chen Jinbiao called up all enterprises and agencies to involve themselves in the construction of National IPR Demonstration City and try to transfer IPR advantages into enterprises’ competitive advantages. 

Deputy Commissioner of the State Intellectual Property Office (SIPO) hoped that Wenzhou could improve its IPR working system and grasp the chance of implementing national strategic measures to carry out national IPR strategy, explore effective means to improve city economic development quality by utilizing IPR system and spare no efforts to boost up transformation and development. [Chinese version is available on zjol.com.cn]
